WHEREAS, the City of New Albany has several contracts with Union employees that work for the City.
WHEREAS, those contracts provide for retirement health insurance benefits for those individuals that have completed the necessary longevity requirements of the State's PERF retirement plan.
WHEREAS, non-unionized employees of the City have no health insurance benefits upon retirement, despite their years of service with the City.
WHEREAS, it is inequitable and unfair to treat PERF qualified retired employees differently based solely upon their status as union employees upon retirement with respect to health insurance.
By the authority vested in me as Mayor of the City of New Albany and acknowledging the service that certain individuals have provided to the City of New Albany, I direct as follows:
1. Any individual that has worked for the City of New Albany for a minimum of ten (10) years as documented in the Indiana PERF plan shall be entitled to participate in the City's health insurance program as stated in this Executive Order.
a. The minimum ten (10) years service as documented by PERF must be solely with the City of New Albany and not a combination from other PERF qualified governmental agencies.
2. Any individual that meets the longevity requirement at (sic) outlined above shall be entitled to the benefits for Retirees with respect to Health Insurance as defined and explained in the Police Contract Article 15, Section D, with the City (which may be amended from time to time).
3. This Executive Order shall become effective immediately upon signing by the
Chief Executive Officer of the City of New Albany.

Everyone knows she doesn't work --but she can go to the mailbox and pick-up mail. But a dog can be trained to do that for a box of treats.
Shane Gibson, Doug England and the new mayor have a lot of explaining to do. I hope Diane Bendetti and Vicki Denhart demand a full investigation take place and I hope that the rest of the council will support them.

What the Bleep! The Mayor's Secretary makes more than the City Planner? This is INSANE! The mayor's assistant should be paid what all other assistants get paid...period! I have two college degrees and work my butt off day and night and probably make half of what Cheryl Cotner is going to be paid. Why does GAHAN need a secretary? It seems the 3rd floor is already overstaffed in the Mayor's office.

Our mayor should report to council and to the public any recommendations for actions by the council he finds in the public interest.
Under Indiana code Executive orders shall be sequentially numbered by years and shall be kept in a permanent file.
All bonds, notes, contracts, employee contracts, Executive orders, and written obligations of the city shall be made and on file in the Clerks office.
Where were they why did he refuse to turn them over to citizens, and the Council president?

In the scheme of things, though, the most important questions left unanswered is who advised England it was legal, who drew up the executive order and when did Gahan find out.

I always knew Gahan couldn't make good or timely decisions but I am amazed how fast he has crashed and burned. Lies, dirty deals and out and out treachery. He plays naive, says nothing when spoken too and acts like a child when he doesn't get his way. His political appointments are terrible and only serve his needs.

I have many college educated friends that can not get a job anywhere because the economy is horrible right now. Even if Council Members work 30 hours a week they should not be allowed to get tax paid insurance, if the $12,000 a year salary isn't enough incentive than maybe they should do something else with their lives other than be on city council.

Also a college education does not guarantee a job. Probably 40% of the worforce above manual labor has a degree. These people are NOT in an exclusive club anymore. Make sure your degree is marketable. Masters and beyond are where the jobs are now. A current bachelors degree is what a high school degree was in 1960. Times have changed. Many make poor decisions on college majors and it kills them. Whining about what other people have will not help you
