Sellersburg’s Redevelopment Commission president charged with DUI

Duggins pulled over on U.S. 31

David Duggins, president of Sellersburg’s Redevelopment Commission, was arrested for operating a vehicle under the influence of alcohol around 12:30 a.m. July 30.

Duggins blew a .09 percent blood-alcohol content — .01 percent more than Indiana’s legal limit — when he was pulled over by state police on U.S. 31.

Indiana State Police Public Information Officer Sgt. Jerry Goodin would not comment on the incident. He could only confirm that Duggins was taken into custody.

Duggins — who is president of the commission as a volunteer appointment — also has held similar positions for the city of Charlestown and Jeffersonville.

Duggins’ basic charge is operating a vehicle at .08 percent BAC or above.

Steve Stewart, Clark County prosecutor, said Duggins faces two other OWI-related charges, which is standard procedure. All are misdemeanors.

The initial traffic stop was made when Duggins reportedly crossed two lanes of traffic and failed to signal a lane change, Stewart said, citing a police report.

ISP Trooper Brock McCooe performed a field sobriety test on Duggins, of which he failed several portions. Duggins reportedly admitted to consuming two beers and a glass of wine that evening, according to the report.

In addition to the other charges, Duggins was ticketed for having an improper license display and performing an improper lane change.

The initial hearing for this case has been scheduled for Aug. 14.

The Evening News was unable to reach Duggins for comment.

Is Gahan tryingto ruin New Albany? Duggins sounds like a very bad choice! How is the city going to afford all these new people Gahan is hiring? Does he plan on firing more good hard woking people like Matt Dennison to make room for all his cronies and family members? Why to go!

If Carl thinks he can get Bob Lane's job he better think again. The City of New Albany taxpayers would have to pay him four years salary to get him off that job! Better try next time Carl. How many other positions with various businesses have you damn near destroyed? I can name three.

Where is the money to pay all these Directors you have hired and plan to hire, Mayor Gahan? The city budget was already tight and you have added three completly new positions and plan on atleast 3 more! We can not afford this! Do you plan to fire more lower people to pay the salary of these overpiad directors?!?

Yes I agree that he looks good but he needs to shave off the horse shoe fringe around his head, the Colonel Clink look is out. I think he's doing a good job so far, let's give him a chance.

Gahan's first 100 days. Is this guy for real? He talks out of both sides of his mouth then tries to blow smoke up our a$$. Where's the change he promised us? His entire candidacy is a lie.

Gahan told me: I am not directed or controlled by any party, have neither allegience nor obligation to anyone or anything except you the citizens of the City of New Albany. I am happy to discuss my ideas and listen to yours, or answer any questions you may have both prior to the election and if you elect me.

I know ---he has now been in office for nine days and I drive around the city everything looks the same, kind of disappointing. I thought we should have kept some of it. I mean, he got rid of the deputy mayor, something at 85k per year I thought we could afford. He hires a city attorney for half of what he was paying gibson, so we probably will not get much mileage there. He puts Gibson on as sewer board attorney and instead of giving the 85k guaranted salary that fifer was getting plus the refinancing fees, he makes it contractual and makes himself president to oversee the operation. The he gets rid of "the kid". Big mistake because he did such a great job of running stumler's campaign. And now he is talking about working extra hours so he can communicate with the council. He hires the only controller candidate with experience, when we all know that is not needed, even if she does have a business degree and a law degree. GOOD GOD WHEN ARE THERE GOING TO BE SOME CHANGES!

For those of us who drank the Gahan Kool aid, it seems like the new Gahan administration has a lot of splainin to do. The damning to a lot of people, the citizens trusted him to do the right thing. Gahan has changed the definition of the word liar totally.
He will one day feel the rath of the voters he betrayed.
He was warned not once, not twice but several times and he has no one to blame when it happens.

Power, money and corruption is ruining this city. Crooked politicians betray us working men and women, pocketing the profits and treating us like dirt, and we're tired of hearing promises that they'll not keep. I would have never believed Gahan fit in with England and his cronies, but he did and was.

Before all of you troglodytes go on any further about how Gahan is in cahoots with England, here's something I heard about that you might like to know.

When Stan Robison went into office and found all of England's deals to keep him getting a nice under-the-table kickback from all the companies he had agreements with for the next two years. Robison went in and tore them up in front of England, telling him, "No dice, you're done."

Looks to me like the crook is stopped. Let Jeff Gahan do his job.
