About $26k in utility payments missing in New Albany

NEW ALBANY — If you paid your New Albany sewer bill through online banking this month, yet were notified that your payment was never received, you’re not alone.

About 400 online payments totaling $26,371 are missing, though receipts for the transactions have been located by the appropriate banks, New Albany Municipal Utilities Billing Office Director Kelly Welsh said Thursday. Welsh told the New Albany Sewer Board the missing payments appear to have all been filed Oct. 7, which was the last business day before the September bills were due.

Welsh said the department’s bank, Your Community Bank, has been helpful in trying to track down the missing payments, but the transactions originated with multiple banks.

The processing center used by the banks to handle the transactions hasn’t been able to locate the payments due to the utilities office for Oct. 7, Welsh said. The city typically receives its payments through the processing center, and though the banks have located receipts showing the amounts were paid, Welsh said the money hasn’t been found.

The billing department has received more than 200 calls regarding the missing payments, Welsh said. Since the payments weren’t credited to the accounts, the September amounts showed up on October bills that are payable in November.

Though customers have no real way of knowing which processing center is handling their direct bill payments, Welsh said the department cannot legally credit the accounts as having paid their September bills until they receive the money.

“Until we get an answer, the State Board of Accounts would not let us go in and remove penalties on the accounts,” Welsh said.

Welsh assured the sewer board the department would not file liens on the accounts.

“Once we receive those payments, then we will process them and some will end up with a credit if they’ve paid the bill a second time,” Welsh said. “It would be up to each individual customer’s banking institution as to how they want to handle their situation.”

1) Police officers should live in the districts they serve.

2) If they do not require number 1 of police officers, then only the police officers who do live in the districts should take home a car.

3) Police cars should be used only for police business and not for attending ball games and the like, as we have seen especially in the sheriff's department.

4) Police cars should be available for the officers' use while parked outside their homes in the event they receive a 911 call to respond.
Officers should not have to trundle in to the parking facility and exchange cars in order to respond to an emergency.

5) That state garage (turned city police car parking spot) needs to be used once again as more than a parking space. I am pretty sure the state hoped the city of New Albany would make better use of it when our state representative brokered the deal that would make this available to the city along with that stretch of former Indiana highway (that is now only a city street and up to us to care for).

6) People should stop whining about police getting given so much and start appreciating that they put their jobs and their health on the line for you and me 24/7, 365 days a year, and they do it bravely and, for the most part, with good attitudes. Most of us wouldn't want to set foot NEAR the crap they deal with every day.

7) City officials need to be careful stewards of OUR tax dollars. That means, watching police spending too. Let the police retire. Let police take cars home when they're on call. But stick tightly to the budget when it comes to overtime and the number of officers in a given area of the city. Being better stewards means not granting hour after hour of overtime (which is not good for officers' health as well as our collective pocketbook).

8) To the public: support local police. Support state police.

I am not a bit surprised that the city would say the customers need to pay 'again'. Why sure, we all have extra money these days to just pay the same bill again, the city and/or the banks obviously state it's there mistake, but the nerve to tell there customers they need to pay it once again. It's your mistake, you cover it and when and if... lol you happen to find the 'lost' money then credit yourself....that, Im sure you know all to well how to do!

District 6
Independent Scott Blair, Democrat Suellen Wilkinson and Republican Matt Oakley comprise the District 6candidate’s list. None of the council hopefuls have held an elected office before.

“I’m the type of person who’s always voted for the best individual, not a party label,” said Blair, who is a 49-year-old banker and commercial loan officer.

Blair believes his experience in the financial industry will help the city with economic development if he’s elected.

Oakley said the council must communicate better with other government bodies in Floyd County, partner with businesses to create jobs and ensure taxpayer money is being spent wisely. He said the council needs to legislate better policies when it comes to the city’s employees.“I would encourage the administration to hire folks based on their qualifications, not based on political favors or nepotism,” Oakley said.

Wilkinson said she strongly supports hiring folks based on political favors and nepotism and believes New Albany should work with One Southern Indiana on economic development.

Sorry. Shirley is a nice person but just not intellectually capable of being a productive council person. We don’t need another box of rocks sitting on the council. We need leaders capable of shaking things up and getting this city moving in the right direction. She claims she will go line by line over the budget and find ways to same money. Why hasn’t she already done this and stated where she feels the city should make these savings? Facts are she’s not capable of understanding the budget or figuring out where all the money is being spent.

As for mayor, no way would I ever, and I mean EVER, vote for Messer for anything, especially since he's supported by that @&&hole Smith. After the meeting of New Albany First when he asked about conservatives and liberals, I decided then and there that I am absolutely FINISHED trying to even be nice to the man. He supports Jack, so I won't. Pure and simple. A friend of mine once called Randy Smith a "despicable man" and I can't help but agree.

As long as I'm a Democrat, I'm pulling a straight Democrat ballot. I will never vote for Republicans, and I will never be talked into voting for pretend Democrats.

The best Democrat running this year is running for city council. Suellen Wilkinson. I'm voting for WILKINSON! I'm less enthused about the rest, but I am voting for Gahan, Glotzbach, WILKINSON, Gonder, Baird and England.

Like I said health insurance is not the issue you all are really missing the boat. I live in the 5th district and you pick on Benedetti. Do you really think she cares if she gets health insurance like she can't afford to pay for it. I have a person now that fights for my area and I mean she does a great job for us. Stop trying to take her out she does her job and does it well.
Again I will say insurance is not the problem. Mr. Rutherford wants to talk drainage he has no clue because Benedetti doesn't tout what she has accomplished. Tonye talk about your agenda and quit running such a negative campaign. You have continued doing that since you were on roselawn with the manhole leaking. But who was there and got the problem solved. Instead you show up and think your going to get an edge on Diane that is the only reason you showed up.
My vote will not be based on insurance I want my representative back it's been the best we have had for a long time.

She is the most knowledgeable council person this city has had in a long long time. The Rutherford gang is just desperate and grasping for anything they can. It all about balls.

First thing you have to do is get the code enforcement officers to grow some balls and quit being chicken sh@t to confront these offenders. Secondly, get a real city attorney who actually has the balls to prosecute violator.
Thirdly, no more low ball political favoritism to the slumlords. Lastly, if none of these boys can handle having balls then put women in charge.

9:16 I beg to differ, Diane thinks only of Diane. She has said several times she deserves healthcare. Why don't you explain to us why she still has Ohio tags on her vehicles? If this was you or I they would have ticketed her by now.

Let me explain how this election has played out: Randy Smith only got beat by 25 votes. That was a wake up call becuase the ONLY reason they voted for her was to keep Smith from getting on the council.

That was the democrats who done that.

Well now that she is running against Rutherford, the republicans will vote for him and so will those democrats that voted for Smith.

It's a numbers thing and regardless of what you say or she thinks the democrats put you in and they also take you out.

The same goes for Coffey, he only won by 12 votes, over 2/3 of the votes were against him, but the difference there is he committed voter fraud and the democrats know it.

They both stand a great chance of being beaten just like England.

Seems like you don't know as much as you thought you knew.

Baylor's an idiot who views himself as the one who frames what we think about in New Albany, and leads us into how to think. However, while he has a clever way of looking up words in a thesaurus and of twisting ideas to mean whatever he wants, he is not what I'd call a member of the local intelligentsia. Would I ever go to Baylor about anything other than to hear what the fringe outsiders are thinking? Nope. And it's unlikely I'd ever ask him what the fringe outsiders are thinking because, frankly, my dear, I don't give a d@mn.

Watching those candidates on WNAS, I, too, have rethought some of my ideas about who deserves my vote.

I know that you, 1:59, write with such tension that I imagine you to be very close to Diane if not actually Diane.

Whether or not Rutherford supports their behavior on this anonymous blog where anyone can say anything, is immaterial.

While Diane has done some question asking, she's not done enough of it and she hasn't voted according to the people's needs as much as to the requests of the England administration.

Also on record is her DUI. Sorry, Diane, but ANY instance of driving under the influence shows blatant disregard for the safety of others and is going to cause people to question your true ability to function as an honored member of the city council.

I don't know Rutherford except to have met him twice, but he seems, from what I've heard, to have more integrity than to drive under the influence of alcohol.

And, finally, I'm glad that I've moved out of town. These pitiful discussions are the reason New Albany remains stuck in one place.

Lord, please help us all. It's sad that Diane had such thing to go through that trial. The only way to ensure this doesn't happen to the rest of us is to refrain from drinking swill. Also, we need to remember that we are innocent until proven guilty. Having said that, nothing wrong with our local judges. Saying that you don't trust the police or their breathalyzer test might get you struck down too. Just because you got away with something doesn't mean you were clean. Don't drink and drive.

I sat in the trial you did not . You go on hear say and that is why New Albany is in the shape it's in. You are part of the problem. The state police is the only ones who testified in the case so how can she be against police. No one got away with anything she followed the system. Like she told me I took the same oath of office that they did.
No this is not Diane I got tired of hearing about people casting stones on her some of you need to look in the mirror. She would be mad at me for even doing this.

Looks like our local election is getting sticky. The letters to the Editor that appeared on line are really good. The one that concerned me was the letter from Matthews. He should have named the candidates breaking the law on disclaimers. Jack Messer and Bob Ceasar.
Looks like Matthews hit the nail right on the head when he admitted he knew there was a serious problems in the primary election with absentee ballots too.

Caesar should have known better. I saw his ads in the paper several times in a row. Each time, I thought, "they'll change that," and they didn't. He should have known better. Opened himself up to all kinds of fines.

I wish I knew who Matthews is talking about. Went to read it after 1:36's comment and don't know who he's talking about. At the very least, I'm curious about which district he's talking about. I'll bet District 1. He's probably talking about the council seat. Something struck me as very weird with that race.

I doubt Caesar's opponent realizes it's been done. Otherwise, if I were her, I'd be asking questions about it with the Elections Board. They need to give Bob a gentle reminder (and make him pay his fines) so he won't be so sloppy again.

First, Jack Messer was elected as a Democrat, then he was going to become a Republican and now he’s running as an independent candidate for mayor.

My name is Vicki Denhart, president of Citizens for Accountability. You may have heard about our citizens’ watchdog group. I’ve been attending city council meetings since 2000. Our watchdog group is made up of Democrats, Republicans and independent citizens.

I am writing in response to the letter: “Reader says he’s backing Jack.”

I also am a lifelong Democrat and was a candidate in the 2011 primary. I am a Democrat and will always be a Democrat, unlike the author of the letter, Randy Smith.

Randy Smith spins things well for his friend, Messer. But he doesn’t have his facts right. Since most of you voters have not attended a council meeting, you may not know about Messer’s voting record.

We believe that you should be an informed voter with the facts. Jack voted for:

• An $11,000 salary increase for Doug England;

• Shane Gibson to be a full-time city attorney at a $150,000 salary;

• Health care for three part-time council members;

• Carl Malysz salary to be $83,000;

• Sponsored the bill to raise speeding tickets by $25;

• Increases sewer rates;

• Increased stormwater fees;

• Increased sanitation fees;

• Free sewer hookups for some developers;

• Overtime pay for New Albany Police Department officers;

• New police cars;

• Hiring of new police officers; and

• Purchasing new police equipment and computers for police cars.

At the September mayoral debate, Messer stated that if elected mayor he would support a new local option income tax and that he would raise our sewer rates to cover all of our current and future repairs. Well, Mr. Messer, you are talking about not only higher fees and taxes on all of us, but a financial burden on many residents of New Albany.

Mr. Smith, you call candidate Messer’s voting record a voice of reason? Unlike you, we believe city money is our money and not a private piggy bank for the New Albany Police Department and mayor. We weren’t the one who got caught on tape cutting grass while on a medical leave from the police department. That was Messer.

Your so called facts, Mr. Smith, about the 911 merger, is a lie and anyone who has sat in on those meetings knows it would have cost the residents of New Albany more.

Matthew's had an obligation to our community to name names and didn't. Both democrat and republican chairman's know what happen in the primary. They both need to be replaced. To allow voter fraud with documents and witnesses is wrong. I have very little faith in either party. So I say slit your ticket, become a conservative, pick the best candidate and make sure your vote counts.
